DOCUMENTS RELATED TO FORESTRY MEASURES IN EU

  

The Council Resolution of 15 December 1998 on a Forestry Strategy for the European Union established a framework for forest-related actions in support of sustainable forest management (SFM), based on the co-ordination of the forest policies of the Member States and Community policies and initiatives relevant to forests and forestry.

The Strategy emphasizes the importance of the multifunctional role of forests and SFM for the development of society, and identifies a series of key elements, which form the basis for its implementation. It states that forest policy lies in the competence of the Member States, but that the EU can contribute to the implementation of SFM through common policies, based on the principle of subsidiary and the concept of shared responsibility.

 

 The EU Forest Action Plan was adopted on 15 June 2006. It builds on the report on implementation of the EU Forestry Strategy and consequent conclusions by the Council. 

The Action Plan is targeted to improve long-term competitiveness, to improve and protect the environment, to contribute to the quality of life; and to foster coordination and communication. Eighteen key actions are proposed by the Commission to be implemented jointly with the Member States during the period of five years (2007–2011).

DOCUMENTS RELATED TO IMPLEMENTATION OF EFDAC

  

Development, implementation, monitoring and further improvement of environmental policies depend crucially on the availability of robust data on the state of the environment, pressures, impacts and responses. Forest data and other related information plays a very important role in making decisions and defining environmental policies. Forest sector becomes the cross-cutting issue related to other themes like climate change, energy, biodiversity, deforestation and land management, etc. Therefore the forest data contributes to the development of other cross - sectorial policies as well as for development of various analysis, models, and scenarios related to environment.

 

In order to ensure the provision of robust data and information on the state of the environment for the development of environmental policies at European Union level, the European Commission Directorate-General Environment (ENV), Joint Research Center (JRC) and Eurostat, with the European Environment Agency (EEA), all together called “Group of four” (Go4), have agreed at the end of 2005 the establishment of “Environmental Data Centers”.

 

The EFDAC is being developed considering the main documents and guidelines  related to forest and data policy, for instance:

 

1. Commission Communication towards a Shared Environmental Information System (SEIS)

2. Implementation Plan of EFDAC (2007-2009)

3. Technical Arrangement between DG ENV, ESTAT, JRC and EEA on Environmental Data Centers
